An Error message popup while try to open Qlm license manager.

Error contacting the license server.There may be a problem with your internet connection,firewall or the license server may be offline.you are using proxy server that require authentication,you need to configure your proxy server setting first.
The Request failed with http status 503:Service unavailable.
but there is internet connection and the Firewall is already off.
please provide solution for this problem.

  I am not sure what you mean by ""How do I restart the Web Setup service?"

  Please clarify. The demo web service is located on our server so you have no control over it.

  Right after downloading and installing the QLM software and starting the application it shows a configuration screen which is where you can create a new profile, upload new products and [Test] the service.
  How do I restart that screen after I closed it out?
