Error upon creation of a license file

Hi,

When creating a new license file and activating it, the file itself includes the following error: "The license **** has already been activated on the following system...". The code of the error is 217, the status is 256. In the past, I have created a few license files when the previous one wasn't deactivated and I have never received this error.
In addition, I tried to deactivate the license but received the following error:
" You cannot release a license key activated on another computer. You are trying to release the license of computer *** but the license was activated on computer *** ."

I could really use some help with this issue.
