How do I activate offline with API?

Hi - at the link below, it mentions 4 ways to activate offline, but I don't see any mention of using an API.

I would like to protect a .net Command-line application, so I can't launch the activation wizard form.  Is there an offline activation api call that takes the Activation Key & generated Computer ID?

  There's no Offline API to generate a Computer Key.

  For securoty reasons, the Computer Key should always be generated on the server.
