Cloud Floating License

If we implement cloud based floating licenses and perform a checkout at application startup and checkin at application shutdown.  What happens if our application allows for multiple instances?  

Scenario:

1.  Instance 1 opens and checks out a license.
2.  Instance 2 opens and attempts to checkout a license. (Does a license get checked out or does it see the license was already checked out?)
3.  Instance 2 shuts down and attempts to check in the license.  (Does the license get checked in or does it stay open because of instance 1?)
4. Instance 1 shuts down and checks in the license.
