Error in issuing activation key. Could not find product 0 0.0

We are trying to automate the creation of activation keys for products. When we use the QlmLicenseLib.dll and try to use CreateActivationKeyEx7 we keep getting "Error in issuing activation key. Could not find product 0 0.0" Should the url be something other than the url to the qlmservice.asmx file? We are using the exact Product Properties as we are querying those properties before we make the call. I have tried every CreateActivationKey method with no luck. We could use some assistance. Error code 3000
