ValidateSettingsFile returns "Keyset as registered is invalid."

I use ValidateSettingsFile to check the integrity of the qlmlicense.xml that was generated in the Management Console: 

• Manage Keys tab
• Activate
• Advanced tab 
• Generate License file

When I check the integrity of this file with ValidateSettingsFile, I get an error "Keyset as registered is invalid."

ValidateFile returns true, ValidateSignature also gives the "Keyset as registered is invalid." error.

I don't know how to fix this.

There is an exception when executing ValidateSettingsFile , but not sure if this is related
