Activation key length

Hello,

I have met a following problem:
If a license key is created by the QLM Management console the key has one length, but if the key is created by the 3rd party WEB API that key has another length. I have already tried to change licenseKeyFormatGroupSize and  licenseKeyFormatMaxGroupSize parameters for my license server but it doesn't have any effect.

Is it possible to set up something to create keys with same length in both cases?
Could you tell me what I must do?
